This regulatory tradition can be traced back to a 1671 Maryland law, requiring every county to designate a standard keeper responsible for maintaining the official instruments (a set of reference weights and measures) used to check accuracy.<sup data-fn=\"fa0f75e9-310b-4cc3-9913-570384c23142\" class=\"fn\"><a id=\"fa0f75e9-310b-4cc3-9913-570384c23142-link\" href=\"#fa0f75e9-310b-4cc3-9913-570384c23142\">1<\/a><\/sup><\/p>\n\n\n\n<p>&nbsp;In 1825, the Maryland General Assembly strengthened the system, stipulating that each county appoint a standard keeper annually.<sup data-fn=\"7cd69fe0-c77b-48f5-845b-90e784aed66e\" class=\"fn\"><a id=\"7cd69fe0-c77b-48f5-845b-90e784aed66e-link\" href=\"#7cd69fe0-c77b-48f5-845b-90e784aed66e\">2<\/a><\/sup> The act also directed the governor to deliver to each county\u2019s levy court a complete set of the several kinds of weights and measures used at the customs house in Baltimore.&nbsp; Once the balances, yardsticks, and other tools arrived, the county was obligated to appoint the keeper for a one-year term each May 1<sup>st.<\/sup><sup data-fn=\"7189ca25-e3e1-4973-a014-e05ec576718e\" class=\"fn\"><a id=\"7189ca25-e3e1-4973-a014-e05ec576718e-link\" href=\"#7189ca25-e3e1-4973-a014-e05ec576718e\">3<\/a><\/sup><\/p>\n\n\n\n<p>Governor Joseph Kent reported to the legislature that the standards had been procured and delivered to the counties in January 1828: \u201cThey appear to have been well made of the best materials, and may be considered correct standards,\u201d he wrote.<sup data-fn=\"24e6d09b-064e-4449-a608-379147cbad48\" class=\"fn\"><a id=\"24e6d09b-064e-4449-a608-379147cbad48-link\" href=\"#24e6d09b-064e-4449-a608-379147cbad48\">4<\/a><\/sup><\/p>\n\n\n\n<p>The Keeper\u2019s job extended far beyond storing the equipment. These officials traveled throughout their counties, inspecting the balances, scales, and measures used for commercial purposes. Instruments that passed were branded, marked, or stamped with the letters &#8220;M.S.,&#8221; meaning it was Maryland Standard. Those found deliberately inaccurate could result in fines of up to $20, a significant penalty at the time.&nbsp;<\/p>\n\n\n\n<p>Each official maintained a register recording the proprietor\u2019s name, inspection dates, and descriptions of instruments tested or adjusted. These records were subject to annual review by the county, ensuring accountability in the system.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">The Standard Keeper in Cecil County<\/h5>\n\n\n\n<p class=\"has-drop-cap\">The practical work of inspections could be arduous. Keepers traveled countywide, testing and adjusting instruments and stamping approved ones with the M.S. seal. Cecil County records from 1866-1867 provide an example. In February 1867 the county commissioners appointed Thomas H. Barnes as Inspector of Weights and Measures to complete the term of Jas. R. Trimble.<sup data-fn=\"836ba116-a0a5-40a0-bf41-72d8c732aac1\" class=\"fn\"><a href=\"#836ba116-a0a5-40a0-bf41-72d8c732aac1\" id=\"836ba116-a0a5-40a0-bf41-72d8c732aac1-link\">5<\/a><\/sup><\/p>\n\n\n\n<p>Barnes, as he journeyed from Head of Sassafras and Sandy Bottom to Bald Friar and Rock Springs and every place in between, visited 239 establishments in 1867 and performed 3,895 tests. Of the instruments checked, 288 were inaccurate\u2014125 \u201cscant\u201d (short) and 163 too large\u2014and were corrected. Nine were so far out of balance that Barnes condemned them. &nbsp;Barnes received $100 for his service.
